When cutting a puzzle, how do you proceed?

In other words, do you cut the outline first and then cut out the pieces or do you cut the pieces while you're cutting the whole piece?

I'll assume that if there is fretwork you cut that first no matter which way the rest is cut? Correct?

Thanks in advance

What kind of puzzles?  Actual puzzle puzzle or animal puzzle?

I can speak about animal puzzle...  I use the 3 step method

1) Outline

2) inside and relief cuts

3) individual puzzle pieces (letters)

For standup puzzles (like animal puzzles) Outline, then interior, finish with the puzzle pieces. For picture puzzles I mount the picture then cut (I don't use a pattern just make connectors for each piece.) Carter Johnson has a video on youtube about how he cuts stamp puzzles using basically the same method.
