I’ve been asked to make some chunky letters 8” tall for their grandson to learn his name & play with....what would be the best/strongest wood for this? Also the safest as he may chew on them.

Any of the fruit woods, such as apple, would be good.  I just made my great granddaughter a rattle out of cherry.  Just be careful of the finish you put on it.  Although they really don't need to be finished, I  do anyway, just to keep it a little cleaner looking.  If you do finish it, let it sit for at least a week to be sure all the solvents have evaporated.
