Hegner question for those in the know

I just found a great deal on a 1991 Multimax 18 with the front tension lever/arm assembly. But, something is weird. It's not a variable speed saw. The switch box has a rocker switch on the right outside of it but no adjustment knob for speed control. Anybody ever seen one like that?

Did they come from the factory in 91 with the tension lever arm? I could not ask the original owner as he has passed. His daughter knows nothing about the saw.

I bought a Polymax 3 in 2008 that has a single speed induction motor but speed changes are made  by moving the drive belt on the pully.  I use this saw to do inlay and run it on the slowest speed. I have a Multimax 3 made in 1986 and it has a single speed induction motor also.  Runs on only one speed.  I also have a single speed Jet (15") with induction motor.  None of these saws have a tension release near the blade.  All three have it in the rear of the saw. Speed controllers on induction motors are rare.

I know the tension arm can be added but the daughter didn't think he ever changed anything on the saw.
