The 3M77 wasn't the problem.  It was an older heavy duty glue that I had used on the boat to hold the headliner (carpet on the ceiling) to the fiberglass.  The problem is all the little spaces that the glue got into.  It looked like a spiderweb before I cleaned it up a bit.
