Hegner Or Central Machinery?

This says it's a Central Machinery but sure looks a lot like a Hegner to me.. Thoughts?

The third picture shows the data plate, Central Machinery i.e. Harbor Freight 

At first glance, sure looks like a Hegner, at least the stand.

It could be a Central but thought they were always green. But here is one in blue. The thing that is pointing to it is 15" Hegner did not make a 15"
